Brighter Beginnings is seeking an Early Head Start Program Manager to plan, implement, monitor and evaluate the Early Head Start Program in the Oakland and Richmond Centers in compliance with Federal Head Start performance standards. Oversees and directs program staff in meeting desired program goals and objectives. Maintains strong working relationships with contract agencies and outreach to community and other agencies, participates in countywide committees. Brings essential skill in employee performance measurement and information management systems. Education and knowledge of Early Childhood Development as well as experience with the diversity of families in the Oakland and Richmond communities are core job requirements. Position is located in Oakland CA and reports to the Deputy Director.
ESSENTIAL DUTIES & RESPONSIBILITIES
v Plans, organizes, and coordinates goals and activities of the Early Head Start Program; monitors client activity to ensure that goals and objectives of the program are accomplished within prescribed time frame and funding parameters.
v Supervises up to 9 employees who may include but is not limited to Parent Child Educators, Early Childhood Instructor, Fatherhood Specialist, and other program staff.
v Provides individual and group supervision to staff to promote development of best practices, sharing of resources and prevention/health promotion education trainings.
v Conducts individual client chart reviews, audit and other procedures to ensure that the quality of case management services meet program and contract standards.
v Ensures implementation of a staff performance measurement / data collection system that includes: client intakes and assessments, charting and record keeping, quality assurance and monitoring.
v Utilizes database information systems to monitor quality assurance and identify program trends.
v Provides timely reports and information to the Deputy Director on client services, utilization, program evaluation, and on-going or proposed programs and activities.
v Participates in outreach efforts to community, maintains relationships with contract agencies, attends service network meetings, in-service, and trainings.
v Carries out supervisory responsibilities in accordance with Brighter Beginnings' policies and applicable laws.
v Program Manager may be required to provide client case management services and/or mental health rehabilitation services, which could include individual, family and group interventions, case management, assessments and other services as needed.
v Participates in program planning and program enhancement opportunities with management team.
Knowledge / Skills:
v Knowledge of Early Head Start program administration and Early Childhood Education and an understanding of the particular needs of the Oakland community.
v Interest and skill in utilizing non-profit management principals and practices.
v Communicate clearly and persuasively, both written and verbally; ability to effectively analyze, interpret and communicate policies and ideas.
v Function well both independently and as part of a team; ability to coordinate multiple and simultaneous tasks; strong problem-solving skills.
v Working knowledge of Microsoft Office software programs; familiarity with database information management systems.
Education and/or Experience
Master's degree (M.A.) in Early Childhood Education, Social Work or related field. Five years of Increasing responsible working experience with infants and toddlers, child development, early childhood education or related program including two years in a supervisory capacity.
This position requires the employee to be able to travel for work; proof of a valid and current drivers license, current auto insurance, and an acceptable Motor Vehicle Report are required.
