Urban Upbound, formerly the East River Development Alliance is a community-led and community-based economic development organization in Long Island City, dedicated to transforming and improving public housing neighborhoods and helping public housing residents achieve economic stability and mobility.
The Jobs-Plus program is a site-based, saturation model designed to raise and sustain the level of employment and earnings among residents of public housing developments. Jobs-Plus services are tailored to residents’ individual needs and draw from a menu of on-site and referral services, working with both unemployed and employed residents. Initially designed by the US Department of Housing and Urban Development and MDRC, and supported by a consortium of foundations, an earlier pilot produced positive impacts on residents’ earnings during the four years of program operation and during an additional three-year follow-up period.
Reporting to the Program Director, the Job Developer is a key member of the Jobs-Plus team to ensure that the program is on track to meet and exceed all stated outcomes including recruitment, training, job placement (17/month team-wide), income supports, and retention milestones. Responsibilities include:
â—Implement a job development strategy based on labor market data, job seeker needs, local economic development projects, transportation access and available training; and includes engaging local businesses.
â—Continuously improve the ERDA brand and benefits of partnership to employers and business associations by:
â—‹creating a portfolio of employers who will provide sustainable job opportunities for unemployed clients;
â—‹maintaining on-going job placement opportunities;
â—‹providing career ladder/growth opportunities for workers;
â—‹placing job-seekers in high-wage, long-term jobs;
â—‹developing and implementing retention strategies for clients
â—Identify entry level to mid level jobs (with career ladders) for area residents including immigrants, residents with criminal backgrounds and residents with limited skills, educational attainment or work history.
â—Plan networking events and on-site open house events for employers and job seekers and organize annual job fairs.
â—Attend HR & Business networking events (early morning and evening) to meet business contacts and identify new job opportunities
â—Interview, screen and match clients to identified jobs.
â—Identify opportunities for advancement for those currently working.
â—Track employer correspondence and participant activity in ETO Database.
â—Assist with placement documentation for contract reporting.
â—Facilitate work readiness workshops and provide clients thorough interview prep, as needed.
Education and Experience:
â—Bachelor’s Degree in Marketing, Business, or related field preferred
â—At least 2-3 years experience in sales, marketing, or related field preferred
â—Sales-oriented with excellent networking skills
â—High level of organization and quick response with emails, telephone calls, and time management.
â—Be accountable and committed to delivering measurable, high-quality, timely and cost-effective results; will accept ownership for outcomes and consequences.
â—Written and verbal communication skills that are clear, concise, and applicable for all audiences. Sense of humor a must.
â—Passion for working to improve the lives of public housing residents through workforce development, education, community organization, and related social policies (particularly Jobs Plus);
â—Ability to multi-task, work well as part of a team, and maintain positive relationships with staff, management and other key stakeholders (particularly in a program start-up environment).
â—Willingness to work occasional nights & Saturdays
