The Position:

The Health Policy Analyst will help us drive a growing nationwide initiative to improve access to and quality of services for prevention, treatment and recovery from substance use disorders. This initiative works to mobilize advocacy at the federal, state and local levels to implement the Affordable Care Act, including provisions requiring parity of services for behavioral and physical illnesses. The initiative also works to create state and local models of prevention and care. Secondary responsibilities of the Health Policy Analyst include providing policy support to Community Catalyst as part of our policy team.


The Health Policy Analyst is supervised by the Substance Use Disorders Project Director.


  • Provide policy support for our substance use disorders work
  • Research, analyze and write policy briefs, blogs and other materials for consumer advocates, policymakers and providers about substance use disorders and other topics as needed
  • Offer timely, efficient, tailored support to state-based consumer advocacy organizations, including policy analysis and strategic advice.
  • Represent the organization on substance use disorders issues through public speaking and conference calls.
  • Build and maintain relationships with national substance use disorders experts including advocates, government officials, providers and academics
  • Actively participate as a member of the project team, assisting with project planning and reporting and grant writing
  • Assist Community Catalyst staff and directors in other work projects



  • Health policy knowledge of substance use disorders in the context of the Affordable Care Act and behavioral health parity
  • Experience conducting policy research and analysis
  • Strong relationship development, collaborative and team-building skills
  • Strong ability to convey complex information in public speaking and writing so it is easily understood by the public
  • Strong organizational skills including the ability to manage multiple tasks at once, respond to tight timelines, pay attention to detail and operate effectively in a fast-paced environment
  • Experience working in a multicultural environment
  • Relevant work experience
    • 10 years, or
    • Bachelor’s plus 5 years, or
    • Master’s plus 2 years
    • Ability to travel, on average about once a month


  • Experience advocating for local, state or federal policy change
  • Experience running public policy campaigns
  • Health policy knowledge on other topics including Medicaid, private insurance, coverage and benefits, quality, prevention, and health care costs
  • Bilingual/bicultural background highly desirable
